solicit all of your friends to contribute a food item, a la "bake sale" fashion. If 20, 30, 40 people bring one thing (cookies, celery w/cream cheese) then you should end up with heaps of food. As for decorations, visit your local $1 store (we have "Deals" here, and I know there's "The $.99 Store" in LA) or Big Lots style store. Just browse the store for things that you think will make a nice centerpiece, and keep yourself open to creative impulses. i.e. a fake plant might look nicer with a couple of candles or glitter glued to the leaves.
