PC will not boot off of Hard Disk, LiveCD/DVD, nor USB, what other options are there?

Even after BIOS configuration, I can not boot off of anything. It's not my PC, but a family members, is there a way to fix this computer? My friend recommended me uninstalling the HDD and scanning it from another PC, but if I could,I'd format, or use DBAN, but I can't do anything on it.It doesn't boot into Windows XP, I can't boot off of a Linux Ubuntu LiveCD, or Dr. Web CureIt LiveCD/USB. It's an old PC though, or atleast unused, but I hate throwing away a PC. I also don't want to send it into a Tech guy, because I want to fix it for free with freeware tools. Help anyone?
