Was google's censoring of "The Obama Deception" consistent with C Sunstein's policy?

C Sunstein is the White House "Regulation Czar." He has proposed that free speech is not a natural right and that since the Constitution is a "living doent" it can be made illegal by the executive or judicial branch.
