How come China Olympic Torch bearers only has few athletics?

Is true Olympic Torch Bearers can be non athletics? How come China has so many Olympic Torch bearers givien to the rich peoples, famous celebrities and polities people? How come only few athletics are the bearers? Is the same in other countries which athletics bearers are only 10% and the rest is a lot?
